Top Cops to Discuss Organised Crime, New Laws, and Cybercrime at DG-IG Conference in Bhubaneswar

Bhubaneswar, Nov 11 (PTI) - The top police officials of the country are set to converge on Bhubaneswar from November 29 for a high-level conference on policing and various critical law enforcement issues that have been plaguing India.

In this year's meeting, Prime Minister Narendra Modi is expected to address the gathering. Other important decisions would also be made at this DG-IG meeting including those concerning new measures aimed at tackling organised crime, cybercrime, in light of recent extortion calls from notables such as Lawrence Bishnoi Gangs.

Sources close to the matter informed CNN-News18 that issues regarding teething problems associated with new legislation – Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam - would be discussed at various state-specific forums within this high level conference. Not many might know the five facets involved in implementing these ordinances effectively- jails, courts, police units, prosecution offices, forensic institutes.

The need to build up manpower, strengthen resource building mechanisms and coordinate with courts across all states will likely emerge as a critical point of discussion at the meeting.

Additionally, state-specific laws on combating organized crime like MCOCA are also up for scrutiny. Most law enforcement agencies in India agree that one major concern in India right now is not just pan-India but more pronounced transnational organized crimes with increasing international collaboration being observed.

While states like Delhi already enjoy best practices around law enforcement following which, experts suggest states may benefit from a collaborative approach.

Home Minister Amit Shah last year emphasized the use of the UAPA as needed in specific states where anti-terrorism and cybercrime operations can be handled effectively.

According to available reports, NIA have also found evidence suggesting collaboration between such gangs on one side with terrorist groups. Hence discussions are set for building up information-sharing mechanisms among state police agencies and their law enforcement counterparts.

Finally while the country has made significant advancements in tackling cyber crimes through I4C which a special hub under the MHA tasked by Union Government, still there is need of awareness on how victims can file complaince and seek redressal following an attack.

This year's DG-IG conference sees representation from 18 ministries across various sectors.
