India Enters a New Era in Academic Access: Cabinet Approves 'One Nation One Subscription' Scheme
In a significant move to boost academic research and development, the Union Cabinet on Monday approved the ‘One Nation One Subscription’ (ONOS) scheme, aiming to provide comprehensive access to international high-impact scholarly research articles and journal publications to students, faculty, and researchers.
The Central Sector Scheme allocates approximately Rs 6,000 crore for three calendar years (2025, 2026, and 2027), making it a substantial initiative for the country's educational infrastructure.
Key Highlights of ONOS:
- The scheme is designed to provide nationwide access to international journals and research articles.
- It will be operational from January 1, 2025, via an entirely digital process coordinated by Information and Library Network (INFLIBNET), under the aegis of University Grants Commission (UGC).
Benefits:
- Nearly 1.8 crore students, faculty, researchers, and scientists will benefit from this comprehensive subscription.
- State governments are requested to conduct campaigns at their level to maximize usage among government institutions.
Key Participants:
- Major international publishers have been included in One Nation One Subscription, including Elsevier ScienceDirect, Springer Nature, and Sage Publishing.
- Total of 30 publishers will offer access to more than 13,000 e-journals.
Review Mechanism: Anusandhan National Research Foundation (ANRF) will periodically review usage patterns and publish an overview of Indian authors' publications.
