Govt Approves 'One Nation One Subscription' Scheme to Provide Easy Access to Scholarly Research Articles

New Delhi, 10th February, 2023: The union cabinet, chaired by Prime Minister Narendra Modi, has approved a new Central Sector Scheme called "One Nation One Subscription" aimed at providing easy access to scholarly research articles and journal publications to students across the country.

Under this scheme, beneficiaries will have access to government higher education institutions' resources, including journal databases and R&D laboratories of central government agencies. The department of higher education has been tasked with creating a unified portal called "One Nation One Subscription" for institutions to obtain the subscribed journals.

As part of the allocation, over Rs 6,000 crore has been allocated over three years (2025-27) to support this initiative. The scheme aims to provide convenience and simplicity through a digital process, making it user-friendly and accessible for all.

The benefits of "One Nation One Subscription" will be made available to more than 1.8 crore students, faculty members, and researchers in over 6,300 institutions under government or state-run colleges. According to the scheme, these institutions will be connected through a national subscription coordinated by the Information and Library Network (INFLIBNET).

According to officials, "One Nation One Subscription" not only facilitates access but ultimately enhances education and fosters innovation. The initiative complements efforts such as the All National Research Fund's (ANRF) aim of promoting research, development, and innovation.

Minister of Education announced this scheme saying “Our goal is to increase access to quality higher education and foster a culture of research and innovation throughout our institutions."
